2. INTRODUCTION 2.1. The Government of Maharashtra has established "ISSIONS REGULATING AUTHORITY AND STATE COMMON ENTRANCE TEST CELL" as per the provisions of the Maharashtra Unaided Private Professional Educational Institutions (Regulation of issions & Fees) Act. 2015 (Mah. Act No. XXVIII of 2015), (herein after the Act). 2.2. The Commissioner of State CET Cell, has been designated as Competent Authority for conducting MHAAC-CET 2017 and selection of candidates for ission to 4 Year Duration Full Time Under Graduate Degree courses in for the academic year 2017-2018. 2.3. In exercise of the powers conferred by section 23 of the Maharashtra Unaided Private Professional Educational Institutions (Regulation of issions and Fees) Act, 2015 (Mah. XXVIII of 2015), the Government of Maharashtra has notified the rules to regulate the issions to the First Year of Full Time Professional Undergraduate Visual Art Courses (Bachelor of Fine Art). These rules are called the Maharashtra Unaided Private Professional Educational Institutions (Regulation of issions to the Full Time Professional Undergraduate Visual Art Courses) Rules, 2016. The issions shall be carried out as per these Rules and its amendment from time to time. These rules are also applicable for issions in Government and Government Aided professional educational institutions vide Government Resolution of Higher & Technical Education Department No. MIS-1111/CR 03/17)TE-6 Dated 24th April 2017. 2.4. Director, Directorate of Art, Maharashtra State, Mumbai shall act as Nodal Officer for the MH-AAC-CET 2017. 3. DEFINITIONS. (a) “Act” means the Maharashtra Unaided Private Professional Educational Institutions (Regulation of issions and Fees) Act, 2015 (Mah. Act XXVIII of 2015); (b) “ission Reporting Centre” means a centre where the Candidate shall report for confirmation of ission by submission of documents and payment of fees; (c) “All India Seats” means seats available to an eligible Indian National Candidate; (d) “Application Form” means prescribed form filled up online by the Candidate for ission; (e) “Autonomous Institution” means the institution to which autonomy is granted by the University Grants Commission; (f) “CAP Seats” means the seats filled in through the centralized process of ission carried out by the Competent Authority; (g) “Courses” means the full time undergraduate and post graduate Visual Art courses in Fine Art Drawing and painting, Textile Design, Interior Decoration, Sculpture, Metal Works, Ceramics and Applied Art; (h) “Department" means the Higher and Technical Education Department of Government of Maharashtra; (i) “Eligible Candidates” means the candidates who are eligible for different professional courses as notified by the Government, from time to time under sub-section (1) of section 3 of the Act; (j) “Facilitation Centre” means a centre where the facilities like sale of application kits, filling online forms, verification of documents and grievances, etc., are provided; (k) “HSC” means the Higher Secondary School Certificate (Standard XII) examination conducted by Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent certificate awarded by recognized Boards; (l) “Institutional Quota” means seats available for ission to eligible Candidates at Institution level as declared by the Government or appropriate authority from time to time; (m) “Inter-Se-Merit” means the order of merit in respect of various classes/category of Candidates; (n) “Minority Quota” means seats earmarked for the Minority Community students from within the State, belonging to the Minority Community to which the institution belongs; (o) “Non-Autonomous Institution” means those institutions which are not ‘Autonomous Institutions’; 6
(p) “Overseas Citizen of India (OCI)” means a candidate/person ed as an Overseas Citizenship of India as declared by the Central Government under section 7A of the Citizenship Act 1955 and includes Persons of Indian Origin (PIO). Explanation: For the purposes of this clause, all the existing Persons of Indian Origin (PIO) cardholders ed under notification of the Government of India, Ministry of Home Affairs No. F. No. 26011/04/98- F. I dated 19th August 2002 and shall now be deemed to be Overseas Citizens of India (OCI) card holders by virtue of Notification of Government of India, Ministry of Home Affairs, No. 25024/9/2014-F.I. Dated 9th January, 2015; (q) “Qualifying Examination” means examinations on the basis of which a candidate becomes eligible for ission or its equivalent examination; (r) “SSC” means the Secondary School Certificate (Standard X) examination conducted by Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent certificate awarded by a recognized Boards; (s) “Supernumerary Seats” means seats which are over and above the Sanctioned Intake approved by the appropriate authority and the Government, from time to time; (t) "Visual Art" means the undergraduate and post graduate Educational Courses that are imparted in the Educational Institutions under the supervision of Directorate of Art. 4. SCHEME OF EXAMINATION 4.1. Date of Examination: The examination will be conducted at various centers in Maharashtra on Sunday, 11th June 2017. 4.2. Schedule & Test Design: The MH-AAC-CET 2017 will consist of three practical papers each paper is of 50 marks and one objective type theory paper which is of 40 marks. The candidate seeking ission to Undergraduate Visual Art Courses (Fine Art and Applied Art) degree courses it is mandatory that the candidate must appear for all papers. Candidates will be provided with separate OMR answer sheets with question paper for General Knowledge. At the end of paper, candidate will hand over the OMR Answer sheet as well as question paper booklet to the invigilator. 4.3. The candidate will be required to mark the correct answer by blackening the corresponding circle against the serial number of the question in the answer sheet with black ink ballpoint pen only. Out of four circles provided for selection of an answer against a question, the candidate should fill up one circle only. Each correct answer will be given mark/(s). There shall be no negative marking for wrong answers. CHANGING AN ANSWER IS NOT ALLOWED: The candidates must fully satisfy themselves about the accuracy of the answer before darkening the appropriate circle, as no change in the Answer once marked is allowed. The answer once marked is final, any change in the option once marked, done by any method, will amount to a invalid/incorrect response. 4.4. Candidate should completely darken one and the only one best response (circle) e.g. A B C D

Candidate should not use any other method for answering i.e. half circle, dot, tick mark, cross etc. This may not be read by the scanner. Answer sheet of each candidate will be evaluated by computerized scanning method only (Optical Mark Reader). There will not be any manual checking during evaluation. 4.5. Grievance Redressal Committee: A Grievance Redressal Committee will be constituted at each sub center comprising following : i) Sub Centre In-charge - Chairperson ii) A Supervisor - Member Secretary iii) An Invigilator - Member The committee will function from 8.00 am to the end of the examination on the day of examination. If there is any grievance during this period (regarding loss of time due to istrative error or any other examination related important matter), the candidate will report it to the invigilator of his/her examination block. It will be communicated to the Subcenter-Incharge through supervisor. The committee will examine the Grievance on the spot and take necessary decision regarding the Grievance/s. 4.6. If a candidate has objection against any question in the question paper of this examination, the same may be submitted through website http://bfa17.doa.org.in/bfa17/, as per the schedule in the Information brochure. Representation received after this period shall not be considered. 4.7. Syllabus of Examination: Syllabi of All Practical & Theory Subjects will be same as previous year. 4.8. Time & duration of Examination: There will be four papers. Schedule of examination is given in the Information brochure. 4.9. Language of Question Paper: The medium for examination shall be English for all papers. 4.10. Examination Centre: The MH-AAC-CET 2017 will be conducted at various centers in the State of Maharashtra. The eligible candidates can select the examination center of their choice while filling the online application form. The center once allotted to the Candidate shall not be changed under any circumstances. 5. ELIGIBILITY FOR ISSION TO UNDERGRADUATE VISUAL ART COURSES (FINE ART AND APPLIED ART) All the candidates ed / appearing at the qualifying examination i.e. HSC/12th Standard examination or its equivalent examination and having Indian Nationality are eligible for appearing for MH-AAC-CET 2017. There is no age limit for ission and appearing to MH-AAC-CET 2017. (A) Candidature Type. (1) Maharashtra State Candidature. - A Candidate can claim only one type of Maharashtra State Candidature Type i.e. from Type A to E. Type Eligibility Criterion (i) Candidates ing SSC and also HSC from a recognized institution in Type-A Maharashtra State; (ii) Candidate who is either Domicile of Maharashtra and/or is born in Maharashtra; A Candidate who does not fall in Type-A above, but who or whose Father Type-B or Mother is domiciled in the State of Maharashtra and possess Domicile Certificate.
Type-C
A Candidate who does not fall in either Type-A or Type-B but whose Father or Mother is an employee of the Government of India or Government of India Undertaking and who has been posted and reported to duty in Maharashtra State before the last date for submission of Application Form for CAP. 8

Type-E
A Candidate who does not fall in any of the above Type-A, Type B and Type-C but whose Father or Mother is an employee or retired employee of the Government of Maharashtra or Government of Maharashtra Undertaking. Candidates ing SSC and/or HSC Examination from a recognized institution located in a disputed Maharashtra Karnataka Border Area and whose Mother tongue is Marathi.
(2) All India Candidature - The Candidates having Indian Nationality are eligible under this Category. (3) Minority Candidature-The Candidate belonging to a particular Linguistic or Religious Minority Community from State of Maharashtra and as notified by the Government are eligible under this Category. (4) NRI Candidature – The Candidate who fulfils the conditions as defined in clause (n) of section 2 of the Act are eligible under this category. (5) Foreign Student or OCI or PIO Candidature- The Foreign Student Candidates, as defined in clause (i) of section 2 of the Act, the Overseas Citizen of India (OCI) candidate, as in under clause (p) of rule 2 and Persons of Indian Origin (PIO) as defined in clause (o) of section 2 of the Act are eligible under this Category. Children of NRI / OCI / PIO, Children of Indian workers in the Gulf countries, Foreign National These types of Candidature Candidates are exempted from appearing for MH-AAC-CET 2017. (6) Jammu and Kashmir Migrant Candidature (a) The children of citizens, who are displaced from Jammu and Kashmir to any part of India or from unsafe border area of Jammu and Kashmir to a relatively safer place in Jammu and Kashmir from 1990 onwards due to terrorist activities; or (b) The children of officers belonging to Indian istrative Services (IAS) or Indian Police Services (IPS) or Indian Foreign Services (IFS) and children of staff belonging to military and paramilitary forces transferred to Jammu and Kashmir to combat terrorist activities and ed the post on or before the last date for submission of application for ission; or (c) The children of staff and officers of Jammu and Kashmir police engaged in combating terrorism, are eligible under this category; Note:-(a) It is mandatory to appear for MH-AAC-CET 2017 for candidates belonging to Maharashtra State Candidature, Minority Candidature seeking ission to B.F.A. (a) Eligibility criteria for Candidates belonging to Person with Disability: In addition to the basic qualification mentioned above, candidate who is suffering from any one of the following permanent disability is eligible to seek ission against seats reserved for Persons with Disability candidates (i.e. Candidate who is visually impaired (Blind) Candidate (type - P1), (Not eligible for B.F.A.) Candidate who is speech & hearing impaired (deaf & dumb) Candidate type- P2, Candidate who has orthopedic disorders, learning disabilities, Dyslexia, Dyscalculia, Dysgraphia, Spastic Candidate type -P3), provided they submit a certificate clearly stating that the extent of disability is not less than 40% and the disability is of permanent nature. 6. ONLINE APPLICATION FORM & INFORMATION BROCHURE: - The information brochure for MH-AAC-CET 2017 is available on web site "http://bfa17.doa.org.in/bfa17/".Candidate is advised to and print the brochure. For submission of online application form the candidates should at ""http://bfa17.doa.org.in/bfa17/" website. The detailed procedure for online submission of application form & registration is as follows. 6.1. Procedure for MH-AAC-CET 2017 Registration and payment through Debit/Credit Card/Net Banking. A candidate has to first for MH-AAC-CET 2017 at "http://bfa17.doa.org.in/bfa17/"and only then he/she can make the payment online. 9
6.1.1. MH-AAC-CET 2017 Registration: In order to online, the candidate has to visit the website "http://bfa17.doa.org.in/bfa17/" and click “Apply Online”. The MH-AAC-CET 2017 Registration page opens up wherein he/she has to fill-in the online form. The information to be provided includes personal details and ing of your recent color port photograph and signature. 6.1.2. Filling of Online Application form: The candidate will be prompted to enter valid personal email id, personal mobile No. and a along with other required information while filling the online form. the set. Use this during the application form filling. An email and SMS will be sent to this ed email id and mobile no. Please quote your Application no. in all future correspondence with MH-AAC- CET Office. 6.1.3. TO PHOTOGRAPH AND SIGNATURE Please note that all the applicants are required to their recent scanned/digital colour photograph and signature. The file size of the Photograph should be between 15 KB to 50 KB and Signature should be between 5KB to 20 KB per file. The online application system will not allow to files smaller or larger than the specified size. All Candidates have to their Photograph and Signature in ".jpg" format only and file name of Photograph and signature should preferably be photo.jpg and sign.jpg respectively. For ing photograph Take your recent colour port size photograph. The picture should be taken against a light/white background. In case the face on the photograph is not clear, your application is liable to be rejected. Candidate should such scanned/digital photograph. File size of the Photograph should be between 15 KB to 50 KB, otherwise it will not be allowed by the System to . To reduce the size, crop the image of the port size photograph in MS Paint or any other Photo Editor. Please ensure that only the full face portion is cropped and not the entire photograph. For ing Signature The candidate himself/herself should sign (no capital letters) on a white paper with a black ink pen. Scan the signature in 200 dpi (dots per inch) scanner resolution settings and the file size should be between 5 KB to 20 KB in .jpg format. To reduce the size, crop the image of the signature in MS Paint or any other Photo Editor. Please ensure that only the signature portion is cropped and not the entire A4 paper on which you have signed. Once photograph and signature files are ed by the candidate successfully, the system will show on the screen Photograph and Signature that has been ed. If these have been correctly ed, you should now proceed further to make the online payment. To ensure the Photograph and Signature are within specified file size follow the following instructions Open the digital or scanned photograph or signature in MS Paint by right clicking the photograph or signature. Press Ctrl + W, a window will open which will have an option 'resize by %'. Here enter anything between 10 to 50% and save the file with an extension .jpg. Check for the size of the file in 'properties'. If the file size is still not between 15 KB to 50 KB for Photograph and 5 KB to 20 KB for sign, once again open in paint and resize it to bring it to within specified range. Repeat this process till the file size is between specified range. Save this file with the file Name as mentioned above as photo.jpg and sign.jpg 10
6.1.4. MH-AAC-CET 2017 Application Fee Payment: Application form processing fees as stated in the table given below is to be paid through online system only by Internet Payment, Credit Card/ Debit Card (RuPay/Visa/MasterCard/Maestro), Internet Banking, for which the service charges, as per rules, shall be applicable in addition to the application form processing fees. No other mode of payment shall be permitted. This fee is non-refundable and non-transferable under any circumstances. For Candidates of Backward Class Categories [SC,ST,VJ/DT, NT(A), NT(B), NT(C), Rs. 1200/NT(D),OBC,SBC] and Persons with Disability Candidates belonging to Maharashtra State only. Registration Process Completion: On successful payment of the application fee, a confirmation of the same will be displayed online. Candidates shall print the receipt for future references. After successful payment, Candidate shall take the print out of MH-AAC-CET 2017 Registration Confirmation. 6.1.6. Identity Verification Candidates should note that it is mandatory for them to bring the printout of the it Card, valid Photo ID proof for identity verification on the day of examination. In the examination hall, the it Card along with original of the candidate’s photo identity (bearing reasonably the same name as it appears on the it Card) such as PAN Card / Indian port / Driving License / Voter’s Card / Bank book with Photograph/ Photo identity proof issued by a Gazzetted Officer on official letterhead along with photograph / Photo identity proof issued by a People’s Representative on official letterhead along with photograph / recent Identity Card issued by a recognized School / College/ Aadhaar Card / E-Aadhaar Card with a photograph should be shown to the invigilator for verification. The candidate’s identity will be verified with respect to his/her details on the it Card, in the Attendance List and requisite documents submitted. If identity of the candidate is in doubt the candidate may not be allowed to appear for the Examination. Ration Card is not valid id proof. On the next screen, complete registration information is displayed. Click ‘EDIT’ to change any of the displayed information or click ‘ Photograph & Signature’ to proceed to the next step. No changes in the submitted data are possible after online payment of application fee.
On the next screen, your scanned photograph and signature. ed files are displayed on the screen. Click SUBMIT to confirm or RELOAD to change the selected images. Applicant is required to his/her scanned digital photograph and signature in jpg/jpeg format only.
Registration information along with the amount payable and the ed Photograph and signature are displayed. Click on PROCEED TO MAKE PAYMENT. You will be redirected to the online payment gateway. Select the mode of Payment, enter the required information and click PAY.
You will now be redirected back to the MH-AAC-CET 2017 website. The details of payment made will be displayed.
Click on Generate MH-AAC-CET 2017 Registration Confirmation Page. Save and Print the same for future reference. You may also print the Payment Acknowledgement displayed. You are not required to send these to MH-AAC-CET office.

Writer/scribe to the persons with disability candidates: (Not eligible for MH-AAC-CET 2017) 8. DECLARATION OF RESULT The Competent Authority will conduct the examination, evaluate the answer sheets and declare the result. The result will be declared on website http://bfa17.doa.org.in/bfa17/ as per the schedule. 8.1. The Competent Authority shall invite application for ission and after verification of documents and eligibility, publish the Merit Lists as per the Rules. 8.2. The able mark sheet will be made available on website http://bfa17.doa.org.in/bfa17/ as per schedule. 9. LEGAL JURISDICTION All disputes pertaining to the conduct of examination and selection shall fall within the jurisdiction of Courts, at Mumbai only. The Commissioner State CET CELL shall be the legal person in whose name the Government of Maharashtra may sue or may be sued. 10. ACTION AGAINST RAGGING Maharashtra Prohibition of Ragging Act 1999 and Prevention and Prohibition of Ragging (Appendix 12 published in AICTE Approval Process Handbook 2011-12) and their amendments which may be published from time to time. The Maharashtra Prohibition of Ragging Act 1999 is in effect from 15 th May, 1999 has the following provisions for Action against Ragging. a) Ragging within or outside of any educational institution is prohibited. b) Whosoever directly or indirectly commits, participates in, abets, or propagates ragging within or outside any educational institution shall, on conviction, be punished with imprisonment for a term up to 2 years and / or penalty, which may extend to ten thousand rupees. c) Any student convicted of an offence of ragging shall be dismissed from the educational institution and such student shall not be itted in any other educational institution for a period of five years from the date of order of such dismissal. d) Whenever any student or, as the case may be, the parent or guardian or a teacher of an educational institution complains, in writing, of ragging to the head of the educational institution, the head of the educational institution shall, without prejudice to the foregoing provisions, within seven days of the receipt of the complaint, enquire into the matter mentioned in the complaint and if, prima facie, it is found true, suspend the student who is accused of the offence, and shall, immediately forward the complaint to the police station having jurisdiction over the area in which the educational institution is located, for further action. Where, on enquiry by the head of the educational institution, it is found that prima facie there is no substance, in the complaint received; he / she shall intimate the fact, in writing, to the complainant. The decision of the head of the educational institution shall be final. e) If the Head of the educational institution fails or neglects to act in the manner specified in section “d” above when a complaint of ragging is made, such person shall be deemed to have abetted the offence and shall, on conviction, be punished as provided for in section “b” above. f) Undertaking from the candidate shall be taken while itting the candidate in the Institute. Any Acts or its amendments which may be published from time to time by AICTE, Government or Judgments by Hon. Supreme Court of India, Hon. High Court of Bombay etc will be applicable to Candidates and Institutions covered under these rules of ission. If any of the statement made in application form or any information supplied or any certificate(s) submitted by the candidate in connection with his or her ission is later on at any time, found to be false or incorrect, his or her ission will be cancelled, fees forfeited and he or she may be expelled from the college by the Principal/Director. An appeal against the order of expulsion, however, may be sent within 7 days to the Director of Technical Education, Maharashtra State, Mumbai, whose decision in such cases will be final. Such candidates are also liable for penal action as per the provisions in the law. 13

CONDUCT AND DISCIPLINE 11.1. Failure of the candidate in entering full and correct information in the online application form and/or suppression of any information would lead to disqualification of the candidate for MHAAC-CET 2017 or even at later date. Such a candidate will be debarred from the examination / entire selection process. 11.2. Adopting an unfair means or engaging in malpractice in the examination shall render a candidate liable for punishment under, “Maharashtra Prevention of Malpractices Act, Universities, Board and Other Specified Examination Act, 1982” and disqualify the candidate for MH-AAC-CET 2017 examination. 11.3. If any person(s) or officer(s) dealing with the conduct of the MH-AAC-CET 2017 are found engaged in act(s) that would result in the leakage of question paper or attempt to use or help in the use of unfair means in this examination, he/she shall be liable to prosecution under Indian Penal Code. 11.4. Any issue not dealt here-in above will be dealt with, when arising, fully and finally by the Competent authority. Any amendments made by Government of Maharashtra from time to time will be implemented. DETAILS OF EXAMINATION MH-AAC-CET 2017 12.1. This annexure contains details pertaining to various aspects of the CET you are going to take and important instructions about the related matters. 12.2. Candidates will have to bring the color, brushes, pencil, cotton rag, pallet, scale, eraser and other related material for drawing. 12.3. Answer sheet will be provided by the DOA, separately for each paper. 12.4. After the test is over you should hand over the answer sheet to the invigilator before leaving the room. Any candidate who does not return the answer sheet or is found to attempt to take or on the answer sheet inside or outside the examination hall will be disqualified and further action against him/her will be taken as per rules. 12.5. Write Roll No .on the answer sheet: You should write your Roll No. in the space provided. If you do not write your Roll No. your answer sheet will not be assessed. 12.6. Punctuality in Attendance: You should be present at the Examination Hall at the time given in the call letter. Candidates arriving late will not be permitted to enter the Examination Hall. 12.7. Compliance with instructions: You should scrupulously follow the instructions given by test s and the invigilators at the examination venue at all the stages of the examination for which you have been called. If you violate the instructions, you will be disqualified and may also be asked to leave the examination hall.

Important Instructions - How to Mark in the ‘OMR Answersheet’ 18
1. Use only BLACK ink ball point pen to darken/mark the appropriate circle. 2. Mark should be dark and should completely fill the circle. 3. Mark/darken only one circle for each entry. The answer once marked is final; any change in the option once marked, done by any method, will amount to an invalid/incorrect response. 4. A lightly/faintly marked/darkened circle may also be treated as a incorrect/wrong method of marking and may not be read by the Optical Scanner. 5. Marking should only be done in the space provided. 6. Please do not fold the answer sheet and do not make any stray marks on it.
