COMPANY INTRODUCTION

TECNICAS METALICAS INGENIEROS (TMI), empresa líder del sector metal-mecánico, desarrolla actividades desde la ingeniería de proyecto, procura, fabricación, montaje, pruebas y servicio posventa, de acuerdo a las especificaciones técnicas aplicables y a requerimientos de calidad establecidos por sus Clientes.

TECNICAS METALICAS INGENIEROS (TMI), a leading metalmechanical company, performs activities from project engineering, procurement, fabrication, assembly, testing and servicing, according to the technical specifications and quality requirements set by its clients.

La Gerencia General ha adoptado como metodología de trabajo, la filosofía de la gestión de calidad, es decir, mantener un enfoque basado en procesos, buscando la satisfacción de sus clientes a través del cumplimiento de sus requisitos.

The General Management has adopted as a working methodology, the quality management philosophy, i.e. maintaining a process-based approach, seeking customer satisfaction by meeting their requirements.

TM tiene establecido su Sistema de Gestión de Calidad de acuerdo a la Norma Internacional ISO 9001:2008 para los procesos de: Ingeniería y Fabricación de Estructuras Metálicas.

TM has established its Quality System according to the International Standard ISO 9001:2008 for the following processes: Engineering and manufacturing of Steel Structures.

Todos y cada uno de los de la organización tienen responsabilidades definidas para el desarrollo de sus funciones y practican normalmente la mejora continua como parte de la política de la empresa.

2.2 SCOPE AND EXCLUSIONS

El Sistema de Gestión de Calidad (SGC) de TECNICAS METALICAS, incluye los procesos de: Ingeniería y Fabricación de Estructuras Metálicas, para ello se desarrollan los siguientes subprocesos: 1 Ingeniería de detalle. 2 Habilitado. 3 Fabricación de estructuras. 4 Tratamiento superficial. 5 Despacho.

Se ha excluido el requisito 7.3 ya que la Organización no realiza diseño de estructuras. Los diseños son proporcionados por los clientes.

Para la identificación y el análisis de los procesos se identificaron entradas, salidas y las interacciones entre los procesos, estos procesos están descritos en el Diagrama de Interacción de Procesos (ANEXO 1).

For the processes identification and analysis inputs, outputs and interactions between processes have been identified, these processes are described in the Process Interaction Chart (ANNEX 1).

Eventualmente, los procesos de rolado, plegado, maquinado, galvanizado y arenado pueden ser tercerizados, los controles a estos procesos son realizados por Control de Calidad a través de actividades de inspección y verificación. El proceso de desarrollo de software es controlado por la gestión de Tecnología de la información. La selección de los proveedores de procesos tercerizados será realizado por el área de Operaciones. El área de Logística realizara las negociaciones con los proveedores aprobados por el área de Operaciones.

Eventually, the process of rolling, bending, machining, galvanized and sandblasting can be outsourced, controls of these processes are carried out by Quality Control through inspection and verification activities. The software development process is controlled by the management of Information Technology. The selection of suppliers of outsourced processes shall be conducted by the Operations area. The Logistics area conducts negotiations with suppliers approved by the Operations area.

La Gerencia General demuestra su compromiso con la calidad a través de lo siguiente: a) Liderando el Sistema de Gestión de Calidad y designando un representante. b) Creando y manteniendo conciencia en el personal de la importancia de satisfacer los requerimientos de los clientes. c) Estableciendo lineamientos de gestión a través del presente manual, la política, objetivos y la planificación del sistema. d) Revisando el SGC para evaluar su efectividad. e) Asegurando la disponibilidad de recursos para la implementación y mantenimiento del SGC.

La Gerencia asegura que: a) Los requerimientos de los clientes son entendidos y satisfechos (ver 8.2) por la organización, según lo establecido en la sección 7.2 del presente manual. b) Se toman las medidas de mejora necesarias para aumentar la satisfacción del cliente a través del cumplimiento de la Política, Objetivos y la mejora continua de su Sistema de Gestión de Calidad, se realizan encuestas para evaluar el nivel de satisfacción del cliente y se atienden las quejas o reclamos de manera oportuna.

La planificación asegura que los cambios organizativos, que se ejecuten, se realicen en forma controlada y que se mantenga actualizado el SGC. Para este fin se identifican y planifican las actividades y los recursos necesarios para alcanzar los objetivos a través del desarrollo de: 1 Programas de Calidad. 2 Procedimientos e Instructivos. Los resultados de las actividades de planificación y el cumplimiento de objetivos son revisados y documentados en las actas de reunión de revisión por la Dirección.

Planning ensures that the organizational changes that are implemented are effectively controlled and updated to maintain the QMS. Para este requisito se cuenta con el presente manual, procedimientos e instructivos de trabajo, perfiles de puesto donde se definen y comunican las funciones, responsabilidades y autoridad de las áreas y personas con responsabilidad en el SGC. Estos documentos son comunicados a los niveles apropiados de la organización y definen las facultades necesarias para llevar a cabo los trabajos que afectan a la calidad.

Gerente General (GG) Es responsable del establecimiento y aprobación de la política de calidad, la asignación de recursos y la comunicación a toda la organización de la importancia de cumplir con los requisitos del cliente. Apoya su gestión con el Gerente de Operaciones, en quien delegará la istración del Sistema de Gestión de la Calidad y lo ha nombrado como Representante de la Dirección.

Representante de la Dirección (RD) La Gerencia General ha designado al Gerente de Operaciones como Representante de la Dirección, quién, con independencia de otras responsabilidades, tiene autoridad definida para: a) Asegurar que el Sistema de Gestión de la Calidad (SGC) y sus procesos están implementados y se mantienen actualizados de acuerdo con los requisitos de la Norma ISO 9001:2008. b) Asignar los recursos necesarios para el mantenimiento del SGC. c) Informar a la Gerencia General sobre el desempeño del Sistema de Gestión de la Calidad, incluyendo las necesidades para la mejora. d) Asegurarse que se promueva la toma de conciencia sobre los requisitos del cliente en todos los niveles de la organización.

Management Representative (MR) The General Management has appointed the Operations Manager as the Management Representative, who, irrespective of other responsibilities, has defined authority for: a. Ensure that the Quality Management System (QMS) and its processes are implemented and remain current in accordance with the requirements of ISO 9001:2008. b. Allocate the necessary resources for the maintenance of the QMS. c. Report to senior management the performance of the Quality Management System, including needs for improvement. d. COMERCIALIZACIÓN Los coordinadores de proyecto buscan nuevos proyectos que se presenten en el mercado, a través de os personales, avisos de convocatorias públicas y/o proyectos de licitación, etc. Una vez que se tiene información de los nuevos proyectos, se inician los os con los representantes del cliente con la finalidad de obtener las invitaciones a participar. El coordinador de proyectos envía una solicitud de cotización al gerente de negocios para ser aceptada.

Una vez aprobada por parte del gerente de negocios, el Ingeniero de presupuestos le entrega al coordinador de proyectos, quien le envía la propuesta al cliente vía correo electrónico y medio físico. Una vez aceptada la propuesta por el cliente, se cierra la venta y se procede a la aceptación de la orden de compra o firma de contrato del cliente en caso el proyecto lo amerite.

HABILITADO El personal de P, es el encargado de informar sobre el cronograma de entrega y prioridades de fabricación de las respectivas órdenes de trabajo. El jefe de planta comunicará a los jefes de línea la apertura de las órdenes de trabajo. El jefe de la línea de habilitado recibirá los planos emitidos por el área de ingeniería de detalle, y él definirá como serán perforados los elementos a fabricar (automático o manual) según prioridades de fabricación.

El jefe de línea asignará al contratista la etapa de estructurado del perfil, el contratista realizará el estructurado soldando según el tipo de proceso requerido (soldadura por arco eléctrico manual o soldadura por alambre tubular). Luego se realizará el enderezado y la limpieza del perfil. El jefe de línea solicitará la liberación de la estructura fabricada, al personal de control de calidad, quienes realizarán la inspección respectiva de la estructura para su pase al siguiente proceso.
